Hail damage would be the most likely if guessing the cause.

A vehicle on the VIV register or one that has been on the register is valued in the car industry at half normal values for all future transactions. I'm unsure whether insurance would be easy to obtain on this vehicle.

Could be a great buy for around $20,000......
