Last weekend I took a look under the rear bumper of my Oct 2009 Tig to see if I could see the 4 threaded holes... Unfortunately couldn't see any there so was unable to proceed... would have loved to as it's a much more affordable solution to carry bikes.
Have done some digging and there is a company called cosmopolitan towbars in Sydney that I'm looking into now as they provide another option to the hayman Reece set up.

I'm looking at getting a bike rack for my wife's Tiguan.
She's got the tow bar installed which is a vertical (downward-facing) 2" hitch that then has the tow bar that goes into this that has a right-angle on it to the tow ball.
Are there any bike racks that can go into the vertical tow hitch?

I've faffed about with "hanging" bike racks for years (eg: like the one above). A trip last year where despite my best efforts I scratched the bejeesus out of my daughters 1-day old $600 bike & my "don't tell my wife what i paid for it" Salsa El Kaboing convinced me to buy a 4 bike wheel mount channel rack. Best thing I ever did. The image is a 3 bike rack but the concept is the same.
If I was doing it again I'd get similar but without all the straps (Thule do one & there are others)

The receptor on his towbar points to the ground and needs a right angle piece for the towball. He wants a bike rack that is similar

I'm not aware of any that don't mount to an Australian style towball & gooseneck. The Euro style "all-in-one" towballs usually need an adaptor. You could probably get a towbar company to fabricate something but then you have to insert, lift & hold the whole bike rack while trying to get the pin in.

Unfortunately no, you are limited to towball mounted bike racks.
When deciding on which bike rack to buy, ask yourself how many and what type of bike you intend to carry, as well as how often and where you will be transport the bike(s) to.
I'm in the same boat as OP. I kept by Thule rack from my previous car and I'd prefer to keep using it instead of investing in a brand new rack.
Nothing can stop you from using a non ADR compliant towing accessory, but should anything go wrong (say the rack and bike fall off and damage another car) , the insurance company can knock back claim easily as it is not ADR compliant.
