An odd but small request

I was hoping some kind Tig owner would be so kind as to have a look under their dash on the drivers side and let me know if there's supposed to be another panel under there. To me it looks like their should be as there's mounting points at the bottom of te knee panel. Photos would be grand if at all possible.
