You can only enable it using OBDeleven or VCDS. If you don't wish to buy one then there maybe someone locally willing to help you out.

However, if you make any changes its at your own risk and to my understanding the TSR works but doesn't work perfectly and is more of a nice to have than a need to have item.
I'm not an expert on warranty items but it's your call whether that's important to you as well.
