Anyone know what this box/module is?

3 wires; positive, negative and then what looks like 32gauge which earths? onto the opposite side of the engine bay...

Also, side note: my windscreen wiper tube was cut when I bought the car and the repair done by the mechanic has started leaking again... Is it getting caught somewhere (common problem?) or is the mechanic dodgy...?
