Had same issue. Never fixed but here is my solution. Looking at it from the same position you took the picture there is a TINY plastic nipple/tab thing on the right hand side of it. grab your weapon of choice and push it down/pry it abit to release the latch, you will eventually figure it out. You only need to apply a small amount of force but it is obvious when the latch has released since there spring loaded. From here as long as you never pull the handle all the way back the latch wont lock itself in the down position again.
