Only 2 anchors?

What's the go? In the manual it states that there should be 4 anchors for the Cargo Net to be attached to. My car only had 2 (on either side of the warning triangle bay). Is this common for all Jettas?

I remember reading somethng about this a few weeks ago but haven't been able to find anything using the seach function.
