Absolutely could fit an exhaust brake, heck I sure looked into it!
Biggest problem apart from trying to cram more bits into an already DPF crowded exhaust exit is the fact backpressure of exhaust can cause the exhaust valves to "float", or not shut properly. This could easily lead to a valve-piston experience, which isn't ideal.
If you upgraded the exhaust valve springs, and weren't worried about the extra stress this would place on the cam etc, then it'd be very possible.
I'd definately do it on an older diesel!

In the meantime you might just have to upgrade to a weatherproof subwoofer and put it at the front behind the grill, then pop in The Truckers Favourites exhaust brake and smokin' wheel lock up soundtrack CD and when you come up behind people at the lights crank up the volume
