My Pacific turn indicator [clicker clacker] can only be heard with the radio and fan turned off. Is this a warranty issue or will I get an auto electrician to make it louder.

The Golf has one of the best self-cancelling indicators I've had on a vehicle, and the "lane change" indication works superbly as well. The blinking arrows in the dash are also easy to spot.
I can't hear the flasher either, but not sure why you need to.

My self canceling indicators only work if the steering wheel has been turned a lot, so until I pick up the turn lights flashing I am driving giving false info.

You can't change the number of flashes, with VCDS or via MFD. You can only turn it on or off.
There was a 3rd party CANBUS module around for a while that could change the number (I think) but the company went belly up and had lots of other problems with the same module (the module among other things displayed boost in bar absolute on the MFD but never worked properley).

Back on subject.
If you have trouble hearing them get an auto elec to add a beeper.
Another way would be to swap both rear bulbs for those ones with the beeper built in (used in rev bulbs, same wattage)
I have one in the benz so people hear you reversing

Do you know how annoying that will be?
Everytime you indicators are on you will have a loud reverse beeper sound, no matter what time of the day or night, no matter if it's indicators or hazard lights or just closing or opening the car.
You would be better off getting two small piezos mounted under the dash with an on/off switch to silence them if required and have them wired to only operate when the ignition was on. Should take any competent auto electrician an hour to hook up.
