This never came as an option in aus but from what I can find VW only make one replacement part for the mirror switches being the one with the folding and defrost option so best guess is that at some stage in your cars life the knob on the switch got broked and a new 'flash' switch was installed.
This got me thinking, and thinking leads to research... and as usual anything to do with electronics and gizzmos leads to a thread on tdi club which usually leads to me finding that graeme86 has already done it to his car... soooo graeme... mate
Any chance of sharing some wisdom on your cool as folding mirrors and skoda puddle lights? The tdi club thread has tons of info but its a little all over the place. I know you did it a while back but what a sweet little mod to add.
From what I can tell, the part numbers for the mirror 'chassis' with fold-in are...
1J2 857 507 E 01C for the left mirror
1J2 857 508 E 01C for the right mirror
Not sure if there is any control module or not though...

fairly sure Coralon's right, since I've got same year model and would've definitely noticed the swivel icon if i'd seen it. .. my dad's 2011 gti made me curious if his could do it, then i read some gibberish about VW only releasing the folding mirrors for NZ models and not AUS... I wonder if VW reps have ever taken a walk around Surry Hills or Balmain. If they did they'd add it in a jiffy

If you want the factory folding mirror setup, you need said switch; both mirror housings with the extra motors and microswitch in them; two new electric window modules with the extra mirror control chip inside and then do some wiring in each door harness (or buy two new door harnesses for cars with folding mirrors).
This way you can fold and unfold mirror whenever you like when ignition is on. They actually operate in a similar manner to the electric windows in that you can still operate the folding/unfolding after you turn off ignition until you open a door.
OR you can wire them up just to fold and unfold with the remote locking.
Then you need both mirror housings with the extra motors and microswitch in them; an Audi Folding Mirror "361" Relay and then do some wiring in each door harness and also run some wires to the relay plate under the dash.
