So what can make the ABS light stay on??
Could it be low fluid??

Unfortunately ABS problems are not uncommon with Mk3 Golfs. My wife had a VR6 a few years ago and the ABS warning light signified the start of about a month at the VW dealership and $6k getting it sorted (lucky it was packaged through my work). After replacing most of the ABS electric system to no avail, a VW 'master technician' was consulted who correctly diagnosed the problem as a faulty ABS Hydraulic Unit.
Mine stays on but goes off once the brakes are warm. Got fed up and decided to put it on a diagnostic machine and it gave faults on my rear ABS sensor.
They're cheap to replace if you source the parts from the US
Couple of things with these. Could be a faulty wheel sensor or may need a good clean and reset. Secondly i have found on a couple high resistance at the multiplug on the ABS pump. Take off the multiplug and tighten the terminals in the connector and clean with electrical spray. Loose terminals cause high resistance and bring the light on.
