Whats the correct way to remove the rear tow hook cover without breaking it?

i got bogged

i removed it (tow hook cover)

it broke (bottom latches)

i have another VR6 with it intact (tow hook cover)

i want to remove it off that without breaking it again.

OR

whats the best way to put the broken one back one? it still latches at the top, but the bottom doesnt clip.
