Drivers seat belt retraction problems

Hi,
My 97 Cabrio MK3 drivers front seat belt does not retract properly or sometimes not at all because it has no spring left in the mechanism.

1. Is it possible to adjust this?

2. If you can't adjust it should I buy a new seat belt mechanism or just a new belt?

3. Also what is the long cylinder tube thing which sits on the floor which is connected to the seat belt mechanism?

Try some silicone spray on it first, usually the spring is clogged with dust and hair, take off the plastic and give a good clean out.... armourall also works well....

the long cylinder thing is part of the airbag system which ignites and puts tension in the seatbelt when the airbag ignites....
