Is it meant to be like this?. What is it.

That hole is where you point the timing light when you're tuning it. The TDC mark on the flywheel can be seen through there. There should be a dust cap in that green plug but not many cars still have theirs.

Don't poke your finger in there with the engine running...

yeh and don't put oil in there. that isn't the gearbox oil hole... i know...
