                It's an old spray painting trick. You push wire up under the rubbers to hold the edge of the rubber away from the body so the paint gets underneath whe you spray.

                  Thats what I thought, you can see the rubbers raised up slightly. Nice Trick

                              I passed this car a few months ago on the pacific hwy, just south of Tweed Heads & thought it must have been a pesonal import because of the colour

                              Now all is explained
