If you're talking about the red GTI that's for sale at the moment, it will be a lot of fun. Plenty of torque for the street in a little Mk1. You won't need to do much to it at all.
You can quite easily get a few extra HP out of the 8V.
Hotter camshaft, bigger intake, bigger exhaust etc. If you really want to spend a few $$ a worked head to. Have a look on something like clubgti, there would be plenty of info on there.
the 8V does have its limits and iirc it's about 140-150 HP for a street car (no big crazy carbs or cam, still driveable etc, and most important - reliable). Where as a 1.8KR 16V makes 140Hp with just an exhaust! ABF's are factory 150HP.
Depends what you're goal is. a 2.0 8V should still be plenty fun on the street., especially with the right gearbox (close ratio) and in a nice light car like the mk 1!

As for an souping up an 8V you would double the cost of a good 16v and still not be as good.
Best advice is to buy someone else's project if its a good one, the money and time is already spent.
8v can be an absolute blast, but in hindsight the money spent getting decent power out of it, you may as well save a little more and buy a 16v...gear box choice is also important as I've learnt (short ratio)

Doing worked 8v in my opinion is more of a trip down nostalgic lane and worth the journey every bit if thats what your into.
best money spent is on the head for finding your power to Fun Ratio but don't expect to make it very streetable.
I mean you can but if your going to the effort, personally a mitsubishi mirage makes a good day to day car and a
Nasty Mk1 8v high revving Monster is Gr8 for the weekend track and cruise Fix.
if your after bang for buck best to go 16v or 1.8t swap.
Also Reliability only comes form the quality of the gear you choose it install i.e. if its new or used and
your commitment to maintaining it!
Its a good idea as mentioned above to go to the other forums and look around but funnily most people don't seem to have a good attitude to new people asking questions and wanting quick answers they want you to spend the time on the internet digging it up for yourself.

16V for the power, but if you ever did 'destroy' an 8v, there's a million more of the things in Australia for dirt cheap.
2L 8v in a MK1 = Nippy, reliable daily.
2L 8v + close ratio = More fun, reliable daily
2L 8v with 'light' mods + close ratio = Grins from ear to ear, still dailyable too.
MK2 - *Insert list of dealer purchased extra's/standard features here* 80 series - The MK2's BIG, Sooty, polar opposite... HAHAHA
