Looks like you have petrol? Take a plug out anyway and see if it's wet with fuel.
Next take the king lead out of the dissy cap, crank the motor, do you get a spark to ground? Yes- try the same with a spark plug up a lead and the king lead refitted.
No-there's something wrong with the low tension, coil triggering.
Is there a points gap? Whatever the book says, increase by 10thou.
Got spark at the plug.
Check timing. #1 piston to TDC check on the timing marks on the crank pulley and verify with #1 sparkplug removed. Take dissy cap off and rotor should point to the mark on the edge of the dissy body, towards the #1 plug lead.
If the timing is close you'll get some hints that it is trying to start. Then you can crank the engine while someone rotates the dissy slowly in both directions until it runs.

Flooding is unusual on a K-Jet system, usually it's the opposite problem. It can be hard to bleed the air out of the fuel distributor if the system has run out of fuel.
Is the air flap moving smoothly? Can you hear the pintle valves squealing if you pull up on the flap when you turn it over?
To bleed the system I've had to bypass the fuel relay to keep the pump running while pulling up on the flap until the injectors start to sing.79 MK1 Golf Wreck to Race / 79 MK1 Golf The Red Thread / 76 MK1 Golf Kamei Race Car
