So I pull up the carpet in my MK1 and....BEHOLD! a sea of brown cancer. So it looks like I will have to either 1 - cut it out and replace it or 2 find a replacement

Rip the sound deadening up.
If it's only surface rust, treat it with rust convertor and paint it.. Otherwise you'll have to start cuttin' and a weldin'.
