Diesel gauge working incorrectly on Golf Mk3 TDK@210000 km.

When filling up, the fuel-needle does not quite follow. I filled it to the brim the other day, and it did not pass the point at where it was when I stopped to fill, but actually landed lower. After driver for a while, a couple of hours I suppose, it went up in jerky movements, to where it was almost indicating what seemed correct, though still somewhat below. Any ideas?

My guess is the quantity sender. I don't know if you'd be able to do anything with it in the way of cleaning (maybe the wiper arm has a poor connection due dirt/wear) - sometimes these things are sealed and difficult to open..
