Speedometer 30kmh / 50kmh markings

Hey guys was just wondering why, on the speedo, the 30 and 50km/h are highlighted in red? Does it mention the purpose of that anywhere in the manual?

I believe it is due to those being the standard speed limits around town over in EU?
i.e. similar to our 60km/h zones and 40km/h school zones.
