clean steering wheel?

Hi folks, I just purchased a 2nd hand wheel. I have tried cleaning and conditioning it but, it still looks dull.
Any suggestions? maybe recolour? anyone in Brisbane who I can show and/or they could fix?

Current - 2015 Tiguan 155 R-Line.
Previous - Jetta MkV 147 Turbo, Viezu Raceday mapped, Carbonio CAI, Quad Exhaust System, R8 Coil pack, Whiteline Swaybar, GTi Steering wheel with paddles, Alloy pedals, RNS510 & Leather.

Usually they go shiny with use so maybe someone has cleaned it already and badly I had a leather one tidied up by a Vinyl guy from Capalaba Looked like new. Don't have his contact details any longer
