What can I do to fix these marks on the bumper?

Anyone know how I can fix these marks on the bumper of my MK7 Golf?

Wat is it? Paint damage? Tar? If its anything but paint damage, a wax could get it off cause ur paintwork would rather new being a mk7

Paint damage to front bottom bumper. Looks like a stone has hit the bumper, ripped the plastic
