plastic cover around steering column

looks like i need to take off the steering to take off the bottom plastic cover
if so how do i take off the steering, i took off all the other plastic except that piece ####ed up thing what a shi@@ desing i have to say
has anyone taken them off to paint it feels all sticky like i speeled coke over it
