I would agree with corrosion except its the only one, and it wasn't there before the wheel was fixed. You also can't see it unless you are the right angle. It's more of a series of scrapes. There is an indent in the cap so I'm going to assume it was pried off and rolled on the floor which likely caused those other scuffs around its edge.
