    What code are we talking???

      They don't seal (fairly common build method).

      They are more to prevent large rocks from chipping the piston shaft.

        Told you I was an old fart. I remember when dust boots were actually to keep dust out of grease to prevent the grease from being turned into an abrasive paste. But even old style shocks never sealed the piston rod. The upper mount had a tubular steel sleeve affixed to it that covered the shock body. They'd make bell like noises when driving at speed on corrugated dirt roads.

            The tubular steel sleeve was to stop damage to the piston rod.

            A lot of shocks do come with a sealed rubber bellows. Some of the Bilsteins spring to mind.
