If you have alloy wheels, remove nut caps and check if you need locking socket for removing that locking bolt.
See therein lies the problem. I don't have the tweezer thing for removing the stud nut caps so I don't know whether I have lock nuts at all.

P.S. What is the circular wire hook thing? You can see the tip of it in my photo sticking out beside the strap where the arrow is moulded into the polystyrene.
It's either to remove the covers to fit the tow hook (I'm not sure why that's in the back of my mind) or it's to remove the plastic covers off the wheel nuts - if the plastic cover has a hole in the middle then it is removed with the wire hook.

Every tool in that kit and what is it for; is (should be) described in the owners manual.

The vehicle tool kit and the lifting jack*, on which a note sticker is affixed, are stored
in a box in the spare wheel* ⇒ fig. 223. There is also space here for the removable
ball for the trailer towing device*. The box is attached with a strap on the spare
wheel.
The vehicle tool kit contains the following parts (depending on equipment fitted):
• Wire clamps for removing the full wheel trims,
• Plastic clip for a wheel bolt cover,
• Wheel wrench*,
• Towing eye,
• Adapter for the wheel bolts lock.*
• Screwdriver* for removing the front fog lights20).
After using the lifting jack*, screw in the arm of the lifting jack fully before placing it
back in its storage area.

If my car (Dec 2009 reg) has locking stud nuts I have no idea where the key (as in keyed tool not door key) is.
Hmm, looks pretty much the same as mine but I have the wheel nut key in the little round indentation to the right of the wrench. If your car has the locking nuts, you should probably ask the dealer for a key.
So my car has the nut caps but I cannot find the clip (tweezer thingy) that you would use to remove them. I might have to hassle the dealer. I might also ask them for a cargo net since it was never included with the car.

Were they ever standard? I think the one they refer to in the brochure is the one that is on the right side of the boot between the rear wheel and the rear of the car.

Proper big mofo cargo net was std on the Elegance spec (which also had dual curry hooks in the hatch). Not sure about the vRS.

I have a 2009 vRS. The tool kit in the tyre includes a tow eye, jack & tools, 'tweezers' for removing the nut caps, and the locking nut. There is a space for the 'emergency fuse/light kit mentioned in the owners manual (but not supplied in Oz). Luckily Super Cheap have an amost identical kit, which fits perfectly into the moulded space. At about $10 it makes cheap insurance.
My car came with standard elastic load cover & floor mats as standard.
