GTI fan problems

I have a 99 Cupra and love it. Or did love it until both the main cooling fan and auxillary air cond fan stopped working. The garage has tested the fans and they are ok, fuses are ok but they are confused about the role of the resister thing that sits between the fans on the radiator shroud and now blame this. They suggest asking someone who knows more about the quirks of SEATS as to whether this is a common problem. Hence my call for help on the forum.
