I've had my Cupra from new as a daily drive & love it. I've had very few problems with the car in 10 years of ownership & those that I have had have been easily rectified with help from people on this forum.
To answer your questions,
Engine ?
Having a cupra I've got the 16v, it loves to rev & rev & rev but that said it spends most of it's life idleling around town, & it does this with no complaints. It sounds great at full noise & I get around 9-9.5ltr/100k in stop start traffic & 7 ish on the open road/freeway.
Handling ?
It is a little bit nose heavy & in standard trim I found it very good & comfortable. It has a pretty good chassis & will pick up an inside rear wheel when you are going hard I'm now on coilovers & it's fantastic!
I've only driven one 8v gti & they are probably a little lighter & more nimble.
Performance ?
Economy as above. these are a fast, reliable point to point car. They go hard when you want them to.
If you can get one don't hesitate, you'll love it.

16v makes no power below 3ooorpm, so I find it tiresome to drive round the town.
8v will go right from the off and run out of puff more up top.
I just find the 8v good fun to drive. 16v Cupra would be more fun on the freeway or racetrack.
All Ibiza GTI 8vs in Australia are early ones 1995-1996 with the small bumpers.
All 54 Cupras that were sold here are 1998-1999 Models with The big bumper facelifts and a few extra bells and whistles.
They are made from the VW parts bin, its not right to say they are on a Polo Chassis as the Ibiza track is wider. There are bits of Mk2 and Mk3 Golf in there and Polo parts as well.
Go and drive both and see which you like.

If you were in QLD you could have mine reasonably cheap. Its RED too! Always a plus IMO. if you have any questions bout them i know a little bit. mines kinda souped up a bit though got huge pod filter and sports exhaust so a bit more breathing lets me have a bit more fun.
