Why? Cause of the bags? It could be engineered, surely.
Because of the ground clearance. There is a minimum ground clearance required and that is not there. You are supposed to have 100 mm clearance. The pits have a 100 high angle around the pit and you have to be able to drive over the pits. If you have adjustable suspension, this condition has to be met at both extremes of travel.
There is also the issue of clearance of the tyres and guards, particularly on the front. Just from the photographs, there would be issues with guard clearance with the steering on full lock.
Lastly there is bump stop clearance. As with the ground clearance, there is a minimum required clearance to the bump stop. Lowered as it is, this is highly unlikely to be met.
Sure things can be engineered, but lowered that much, you would have a difficult time doing it. Particularly in NSW, it is highly unlikely that you could get someone to certify it, given the changes recently introduced.
It would depend a bit on where you took it. I couldn't get my shoe under the front of my old GTR and never had a problem with the RTA or cops. Never had problems registering it. I never had to get a blueslip though, which is different. But, worst case scenario you swap the suspension out for the pits.
