Depends on how much you cut, dude. And i do agree with Stu. If you don't go silly, cut springs will handle better with decent dampers.

This's irrelevant, really, as there are so many variables to the TUV approval (such as the height and load range within which the approval is actually valid and the usage parameters, just to begin with). Yea, if you cut one or two coils off (and the spring is still captive) it's not particularily unsafe. but to get anywhere near the height (drop) that HT's can go, you're looking at springs cut in half or having 2-3 coils! I know which one I'd rather be driving around on! (and also what I'd rather be driving around on now, given I have personal experience with hottunings - on a daily basis!)

back to the orginal post i would say buy some lowering springs.
most second hand coliovers are seized
Remember coilover are a harsh ride unless you really spend a fair bit of cash on a set.
my opinion is a set of springs then save for some good dampers to matchVelly
