Electrical problem.

Hello. Have some problem to start my car. It cranks but not light up. The rellays are good havw tested them. Tried to connect to obd but dosent recrive any msg from ecu. I thinking it might be ecu. There is video bellow. YouTube it in latvian but, dont have any onother video, so hope maybe some one...

t4 cooling system not working as it should

hi all wave a 99 t4 2.5 petrol found the wire to the electric inline water pump broken repaired said wire
pump still dosent work and the thermo fans dont seem to work as they should. hope i can get some help on this thanks.
