Tacho & Fan - NEED HELP

Hey guys, have a few problems with my gl right now that im trying to work out.

1. So i turned on the 'secret' electronic tacho meter on the car and it showed the car at 786 rev idle, but my needle shows as 9, what could be the cause?

2. The wheel which controls the direction of where the fans go doesnt seem to work, cant its stuck on body/feet, cant get to demister or others.

Any ideas?
