how to remove the plastic strips on bumpers ?

hey everyone !. im just woundering how to remove these hideous plastic(y) strips from the bumper, as im slowing trying to mod my little golf .


and also would i have to respray it after they are removed ?? or is it just like the strips are on top of the paint ?
