VIC Buying at auction

Hey all. If you buy a car at auction and it has rego, do you need to pay stamp duty or just a transfer fee?

Also if the car had finance on it prior and IDs being sold by a licenced auction house does I it mean it will have a clear title? All research I've found days that auction houses need to ensure they have clear title.
I'm in Vic if that matters.
