NSW Pasenger door wont open

Hi, my front passenger door is not opening from the outside but opens from inside. I have taken off the small rubber caps on both front doors to inspect and noticed some differences, this has me completely puzzled as I was hoping to use the drivers door to see whats wrong with the passenger door. Whats the go!
attached pics, the left door is missing a screw compared to the right, the right door has a steel hex screw hole and the left is blank, the rear doors offer no help.
